TS 16949 formerly QS9000

QS9000

TS16949 is the automotive standard derived from the ISO9000 standard. Its predecessor QS9000 was developed by the automotive giants as a reaction to poorly assessed ISO9000 quality systems where assessment bodies were believed to allow suppliers to obtain and retain certification without demonstrating a true commitment to quality.

QS9000 was essentially ISO9000 but with additional requirements to customise it to the automotive industry and to explicitly require assessment to certain elements which were only implied within the spirit of ISO9000.

The new TS16949 is based around ISO9001 2000. It is broadly the same as QS9000 except that it develops the aspects of employee empowerment and motivation and also supplier and contractor assessment and development to secure the whole supply chain.

The main aspects of TS16949 which are additional to ISO9000 are as follows:

You must:

  • maintain a coherent Business and Resource Plan.
  • measure and respond to Customer Satisfaction levels.
  • be able to demonstrate general Quality Planning.
  • also be able to demonstrate Advanced Product Quality Planning (APQP)
  • demonstrate the use of Failure Mode and Effect Analysis (FMEA)
  • show control of suppliers in terms of process and product monitoring.
  • plan and action a preventive maintenance program.
  • plan and document capability requirements of your facilility / processes
  • plan and document process change control
  • demonstrate application to continuous improvement
  • document Gauge R&R Studies
  • use Statistical Process Control (SPC) to feed back and monitor your process
  • develop Work Instructions for use in the workplace.
  • How you choose to meet these requirements can determine your success or failure at certification, but more importantly deciding to go down the TS 16949 route should be seen as a tool for improving and growing your business. Moving in small incremental steps allows all stakeholders to take part and company-wide participation can be achieved.

    Key Requirements of TS16949 over ISO9001 2000

    There are many key requirements which are quite minor the major ones are as follows:

  • Business and Resource Plan
  • Advanced Quality Planning including PPAPs, ISIRs FMEAs PFMEAs Control Plans Gauge R and R Studies etc which should involve all affected management / staff
  • Supplier and SubContractor Development to ISO9001
  • Planned and Predictive maintenance
  • Use of Special Characteristics
  • Acceptable Delivery Performance is 100% on time
  • Stock Control System
  • Employee empowerment and motivation

    PPAP Product Part Approval Process

    This is the plan for how a customers parts will be made it will include some or all of the following:

  • Control Plan - How will the product be made. What operations are involved, what set ups and what inspections are required at each stage. This should cover Prototyping, Prelaunch and production as applicable.
  • ISIR - Initial Sample Inspection Report
  • FMEA (and PFMEA) (Potential) Failure Mode Element Analysis At each stage on the Control Plan, what could go wrong and what will the impact be. If it happens what shall we do. Eg Inspection failure = repair tool, reinspect 100% for 1 hour, the revert to normal inspection if OK
  • Recovery Plan - Similar to above
  • Risk Assessment - Similar to FMEA but includes handling and storage and risks at customer site such as Health and Safety.
