Adopting utilities will not accept developments unless the developer is approved.
Basically they aim to ensure that any development is planned, carried out and completed in line with good management practices. There is no formal requirement to be ISO9000 registered, but most of its requirements apply. Additionally, Health and Safety and Environmental considerations must be covered and Developer must show competence in design, planning, onsite control and onsite audit in gas and electric as well as general competence.
You need a Quality Manual and a set of procedures as normal. The procedures or processes can be as words, flowcharts or both. You need to show that design is carried out by competent staff / sub contractors and that any changes are also prepared by them. (Competence includes gas and electric). Project management and supervision need gas and electric awareness and on site technical audit eg witnessing key stages of installation and testing must be by qualified competent personnel also. You need to show that each aspect of project management is covered for example if your subcontractor raises method statements, you need to show you have checked them. If they buy parts and components you need to check they are stored correctly (pipes capped etc) and that the correct parts are actually used.
You also need several aspects of ISO9000 to be present. These include nonconformances and customer complaints, subcontractor assessment, preventive actions, document control including a Technical Library, audits, management reviews, training and competence records, statistics relating to customer feedback and your processes so that you can set improvement actions and control of calibrated equipment whether owned by you or your subcontractor.
Health and Safety and Environmental Risk Assessments are required as normal as are on site audits. These need to cover competence of staff and contractors, site signage, safe operating procedures, method statements, calibration records and handling and storage. Again staff carrying out these audits must be competent.
