6.1 Provision of Resources
The company must provide resources needed:
implement the QMS as a whole and make sure customer requirements are being met.
This means either you or one (or more) you designate will be charged with not only rolling out the QMS, but to periodically working on the system to improve it. A system which stands still is no longer goods enough, just as to think that a market will wait for you is misguided. How you choose to address this is again open to interpretation by your company and your certification body. Meeting requirements may simply be have we done what they wanted, or for some companies - going through a full market segmentation to really understanding what the market wants.
